According to the Secretary of the National Security and Defense Council of Ukraine, Andriy Parubiy, the goal is a "quick and effective" transport of soldiers and their families in mainland Ukraine. Earlier, pro-Russian forces captured two naval bases, including the headquarters of the Ukrainian navy in Crimea. The decision to remove the troops came a day after the signing of the treaty of annexation of the peninsula to Russia by the Crimean leaders.

"We are preparing a plan that will allow withdrawing the soldiers and their families, so that they can quickly and effectively return to the territory of Ukraine" the Ukrainian official said. According to him, soon a system which will require visas for Russians who want to travel to Ukraine will be put in place.
