How many demonstrations were made for the first memorandum

Information on demonstrations held in the country since the enactment of the first memorandum were recorded in a letter sent to the House by the Minister of Public Order and Citizen Protection, Nikos Dendias.

The data shows that from 8.5.2010 to 28.03.2014, 20,210-gatherings or mobilizations were done, of which 6,266 took place in Attica. The letter was filed after a question from members SYRIZA Stathis Panagoulis, Dimitris Tsoukalas and Nasos Athanasiou, who wanted to be informed of how many protests, rallies and demonstrations of any kind were recorded by the Greek Police in the center of Athens and other parts of Attica, as in provincial cities since the 8th of May 2010, the day the memorandum was voted. They also wanted to learn how many times there was intervention of riot police, in how many cases orders for the use of chemicals, what is the exact amount of chemicals consumed and what substances are used. However, Dendias answered "official statistics for the number of the use of crowd control equipment doesn't exist in the competent Directorate of the Greek Police Headquarters, because of its diverse us in each circumstance. Therefore exportable statistical conclusions wouldn't provide useful or otherwise actionable results".

Dendias generally indicated that in cases of severe attacks by rioter protesters outdoors and to repel demonstrators who refuse to comply "the police has qualified the rational and not abusive use of tear gas by trained police officers to do so" with respect to the Constitution and Code of Ethics of the police. The document also stated that the Directorate of Technical is attempting to upgrade and modernize the technical equipment and monitor developments in technology, so that the equipment occupied by the Greek Police is equal with advanced European countries and covers departmental needs. "To this end an investigation is made, through which we seek alternative milder means both for humans and environment, for the treatment of extreme violence" the minister noted. For crowd control instruments used by the Greek Police, members were informed that "these are produced in factories in the USA, Israel, UK, France, Switzerland and Germany, Brazil, Czech etc containing the active substance CS in the minimum allowable concentration. These are used outdoors only when deemed absolutely necessary in order to protect the physical integrity of aggressively contested police personnel and to restore order, when it is disturbed in large-scale events.

The document also states that the exact chemical composition of the substances used by Hellenic Police results from Material Safety Data Sheets that are developed in collaboration with the State General Laboratory that its suppliers are required to provide and even that the CS substance isn't classified as a hazardous substance in accordance with the decision of the Supreme Chemical Council and in compliance with the directive of the Council of European Communities. Regarding the behavior of police personnel, it's known that "in administrative investigations conducted throughout the country, with the occasion of wearing of public property, injuries and complaints about police behavior during protests are recorded and completed, but there was no disciplinary for police liability, because no unauthorized use of chemicals in excess of orders was found, except in one case in which the officer was punished with the appropriate disciplinary action".
