Specifically, 2019 budget provides for 3.6 pct primary surplus compared to a 3.5 percent target as well as growth of 2.5 percent compared to 2.0 percent this year.

It is estimated that primary surplus will exceed the 3.5 percent target in 2018 as a result of the positive fiscal performance. According to sources, the government is expected to distribute a social dividend based on income criteria.

The new budget will not include pension cuts, but a package of positive offset measures announced by the prime minister.
